Yahoo email and Hotmail are both web-based email. Wiki has a great description, see the link below. Some web-based mail can be retrieved by POP3.
Is the FREE yahoo email POP3 or IMAP or what is it?
you can't use pop3 unless you have a paid account. but there are many other email services that let you for free.
