You have to sign up for Yahoo Mail Plus - a fee-based subscription add-on to Yahoo Mail in order to use a POP3 e-mail client with Yahoo Mail.

You can use Outlook or Outlook Express (or any other email program) to download your emails using an additional program called YPops!.
I use YPops! and it's great! You don't need Yahoo! mail plus to use this program.
It's also freeware.
